It isn't a "time out", and it isn't a penance. The thoughtful (or serious) expression is due to one thing and one thing only. Mom (me) is making Spencer sit still for just a moment so that she can take a photo of him. He, of course, would rather be roaring around the garden at top speed, twisting and spinning, leaping up in the air and chasing things like oak leaves, rubber balls and bits of wood.
It's a hard life indeed...

He knows you want a picture! Sometimes they just know and oblige in their beautiful way. You can see the trust and understanding in his eyes.

I am sorry, but the expression in his eyes is more pointed and I think he is saying something not quite a nice as what you posted...!
oh my, he is such a dandy - a handsome fellow, indeed! with that face he should be able to manipulate anything he wants from everyone he meets!
maybe you could make us a small "spencer" video when he is jumping and doing his acrobatic tricks!
every time I see a GSHPointer I wistfully wish I still had them. I now have Australian Shepherds but the GSHP's I've had in my life were a treasure (now resting in peace).
He's very handsome indeed.
